Kotak Mahindra Bank

I was transfer the amount from my account to other account in this process..
My transaction declined but amount got deducted from my account.. 
Will I get back my money?..

I ask Kotak Mahindra Bank for opening zero bank a/c but they assure me that they will call me about my zero balance a/c but yet i did'nt recieve a single call from them?

What is the 811 Kotak Mahindra Bank account.
And how can open it ??
