transaction unsuccessful but amount has been deducted from account by upi

Yesterday i have send ₹3300 to 
Sbi account 
Account no. 34255256529 
From syndicate bank account
Account no. 84582210003272
By paytm upi app.
But unfortunately amount has been deducted by upi mode payment. So payment doesn't receive to him.

Resolve my transaction issue and refund my money early as possible.
I shall thankful to u.. 
 

Payment done form my A/c but transaction failed

Sir I use BHIM App for making payment, payment is done, but transaction is failed. But Now it shows error (Your transactions is in process. 
Kindly wait for 2 working days to raise any complaint in case of any issue) 

Also In transaction it shows refund is done on 2 working days, but as on date payment is not received to my bank. I check my bank statement also.
I have also given the beneficiary account statement on date 9 oct 2017 to till date,
