If your account login to access BOI is locked out or you've forgotten it's password there you can reset it yourself. You can even go to bank and fillup a form.
But if you have your debit card plus registered mobile with you then you can do it yourself. Just go to Bank of India home page and go to forgot password you will see this photo:
